LIAS Data Description

Machine-readable description of data. The intention is to have a way to describe data so that a thin library in an application can read the description of the data. The application can then pluck out the raster data and meta data that it wants through the thin layer without the application having to understand the format of the file. There are hints of it in the LarchFSIdea topic and in LarchMeeting20050316.
