MODTRAN Bug When Specifying Temperature TPTEMP in CARD 1

It appears that there is a bug in behavior of MODTRAN4 (Mod4v3r1.exe). It turns out when we take the following card deck

It turns out, the former case will generate the following files

while the latter case will generate the following files

Missing in the second set of runs are the critical tape7.scn file which we have been using to create ENVI spectral libraries for convenient visualization.

For sanity's sake we will forego specifying a target temperature so that we can create a usable tape7.scn file
